 The Government creates a “one-stop shop” to process renewable energy projects

The Government published in the Official State Gazette Order TED/189/2023, “which creates the Division of Electric Energy Projects”, which it defines as “a specific administrative unit, with civil servants, dependent on the Secretary of State for Energy, which allows accelerating the processing of renewable projects and contributing in the short term to a mitigation of energy prices”.

In addition, Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources requires the existence of a “one-stop shop” for processing renewables to speed up these procedures. The philosophy is that there is a specific task force that can “own” the file and “accompany” it in the various procedures and requests for reports.

According to the data provided by the Ministry, right now they have permission to access and connect to the electricity transmission grid 144 GW of photovoltaic and wind projects in various stages of processing, power that triples that of the current national wind and photovoltaic farm, which barely adds 45 GW, and that means 50% more than what the Government itself has established as Objective 2030 in its Integrated National Energy and Climate Plan,  which foresees for that horizon to have 90 GW.

However, all these measures do not exempt from the need for adequate provision of the human resources necessary for the processing of projects, making it necessary to create a Division of Electric Power Projects as an administrative unit that reports directly to the head of the General Directorate of Energy Policy and Mines of the Secretary of State for Energy of the Ministry for the Ecological Transition and the Demographic Challenge. 

The main functions of this Division shall be: 

  1. The processing of prior administrative authorizations, construction and declaration of public utility of electrical installations, provided for in section 13 of article 3 of Law 24/2013, of December 26, on the Electricity Sector.
  2. The preparation of pronouncements on the adequate constitution of the guarantees for the processing and application of the accesses and connection to the transmission networks of the electricity production facilities in the scope of the General State Administration.
  3. The coordination of the functional areas and dependencies of industry and energy of the delegations and subdelegations of the government in matters of infrastructures and installations of electric energy.
  4. The maintenance of the Administrative Register of Electric Power Production Facilities.
